Gratuity: Gov. Agbu Kefas Approves N1 Billion, Direct Immediate Payment.

Gratuity: Gov. Agbu Kefas Approves N1 Billion, Direct Immediate Payment.

His Excellency Dr. Agbu Kefas the Governor of Taraba State, has approved the sum of one billion naira for the payment of backlog.

The last time any payments were made was in 2011

Governor Kefas, while signing the approval, directed the ministry of finance to ensure immediate payments of the overdue entitlements. He regretted the delays and said his government would not abandon workers who had served their fatherland diligently.

Apart from the initial one billion naira, the Governor also approved that a sum of 200 millions be set aside each month to offset the backlog and continue the payments.

It would be recalled that Dr. Agbu Kefas, during the campaign, promised to offset pensions and gratuity in spite of the huge backlog. The Governor noted that it is unrighteous to deny workers who have solved over the years their entitlements. He noted that his government will continue to service and make prompt payments of salaries, pensions payments, and gratuities.

Assuring pensioners of Governor Kefas goodwill, the Permanent Secretary, Pensions, Mrs Rose Garba Ajiya, said the gesture will effectively end many years of anguish and frustration of aged pensioners. She said herself and her team are well prepared to begin payments as all records are available and accurately kept.

EFCC Re-Arraigns Former NSA Dasuki, NNPC Ex-Director Over Alleged ₦33 Billion Arms Fraud

EFCC Re-Arraigns Former NSA Dasuki, NNPC Ex-Director Over Alleged ₦33 Billion Arms Fraud

The Economic and Financial Crimes Commission (EFCC) has re-arraigned Nigeria’s former National Security Adviser (NSA), Colonel Sambo Dasuki (retd), alongside other defendants, over allegations of misappropriating ₦33.3 billion meant for arms procurement. The re-arraignment took place at the Federal Capital Territory (FCT) High Court in Maitama, Abuja.

*Details of the Case*

Dasuki, who served under former President Goodluck Jonathan, was re-arraigned alongside Aminu Baba-Kusa, a former General Manager at the Nigerian National Petroleum Corporation (NNPC), and two firms—Acacia Holdings and Reliance Referral Hospital.

The EFCC amended the original 19-count charge to a 32-count charge, accusing the defendants of criminal breach of trust, money laundering, and dishonest handling of public funds.

The charges allege that the defendants diverted billions of naira under the pretense of using the funds for security equipment procurement. The alleged fraud is part of the broader $2.1 billion arms scandal that has been under investigation since 2015.

*Pleas and Legal Proceedings*

When the amended charges were read, all defendants pleaded not guilty. Counsel for the EFCC, Mr. Oluwaleke Atolegbe, requested a date for trial to commence. Meanwhile, Dasuki’s legal team, led by Mr. Adeola Adedipe, requested that the former NSA be allowed to continue on his existing bail terms—a request that was not opposed by the prosecution.

Justice Hussein Baba-Yusuf ruled that all defendants should continue enjoying their existing bail arrangements and adjourned the trial to July 2 and July 5 for further proceedings.

*Background and Legal History*

This case has faced numerous delays since Dasuki was first arraigned in November 2015. The initial charges involved allegations of diverting ₦13.5 billion before being expanded to include additional sums totaling ₦33.3 billion. The trial has been reassigned multiple times due to changes in judicial appointments.

Dasuki’s legal battles have also included requests for medical leave and allegations of prolonged detention by security agencies despite court orders granting him bail.

*Broader Implications*

The re-arraignment underscores Nigeria’s ongoing efforts to address corruption in public office. However, critics argue that delays in high-profile cases like this highlight systemic inefficiencies in the judicial process. The EFCC’s pursuit of this case reflects its commitment to holding public officials accountable for financial misconduct.

ALGON Directs LGAs to Open Accounts with CBN for Supreme Court-Mandated Financial Autonomy

ALGON Directs LGAs to Open Accounts with CBN for Supreme Court-Mandated Financial Autonomy

The Association of Local Governments of Nigeria (ALGON) has issued a directive to all local government chairmen across the country to open dedicated accounts with the Central Bank of Nigeria (CBN). This move is aimed at operationalizing the Supreme Court ruling granting financial autonomy to local governments and ensuring direct disbursement of monthly allocations from the Federation Account.

*Background and Supreme Court Ruling*

The directive follows the Supreme Court's landmark judgment on July 11, 2024, which mandated financial independence for Nigeria’s 774 local government councils. In compliance with this ruling, the CBN has opened accounts for each council, but additional documentation and Know Your Customer (KYC) protocols must be completed before these accounts can become fully operational.

*ALGON’s Directive*

In a letter dated March 5, 2025, signed by ALGON Acting Director General Mrs. Evan Enekwe, council chairmen were urged to visit their nearest CBN branches to finalize all necessary procedures. The letter stated:

“Your immediate compliance is advised to enable the operationalization of local government accounts into which monthly revenue allocations from the Federation Account will be paid, giving full effect to the Supreme Court judgment.”

*Monitoring and Accountability Measures*

To ensure transparency and accountability in fund utilization, the Nigerian Financial Intelligence Unit (NFIU) will monitor expenditures by local governments. Additionally, anti-corruption agencies such as the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices Commission (ICPC) have been tasked with prosecuting any officials found engaging in financial misconduct.

*Concerns Raised by ALGON BoT*

Despite ALGON’s directive, its Board of Trustees (BoT) has expressed concerns about domiciling funds with the CBN. The BoT warned that this arrangement could expose local government allocations to fraudulent garnishee orders and bureaucratic obstacles. It called on the Attorney General of the Federation (AGF) to intervene and uphold provisions of Section 162 of the Constitution by allowing funds to remain in commercial banks.

The move marks a significant step towards implementing financial autonomy for local governments in Nigeria. However, delays in documentation and concerns over fund security highlight challenges in transitioning to this new system.

As stakeholders work to resolve these issues, ALGON’s directive underscores its commitment to empowering local councils and ensuring compliance with constitutional mandates.

Taraba Assembly Approves N350 Billion Bonds for Unprecedented Development Drive

*Taraba Assembly Approves N350 Billion Bonds for Unprecedented Development Drive*

In a historic move aimed at transforming Taraba State’s infrastructure and economic landscape, the State House of Assembly has approved Governor Agbu Kefas’s request for a N350 billion Bonds facility. The approval, granted during Monday’s plenary session, underscores the governor’s commitment to accelerating development and improving the standard of living across the state.

According to the letter sent by Governor Kefas and read by Speaker Rt. Hon. John Kizito Bonzena, the Bonds will finance critical infrastructural projects, including road construction, housing estates, and other key development initiatives spread across various local government areas. This massive investment is set to boost the state’s economic potential, improve connectivity, and enhance social services.

Transformative Impact the N350 Billion Bonds will make in the State.

The approved facility represents a bold and strategic move to drive growth in urban and rural areas alike. With these funds, Taraba will witness:

1. Modernized Road Networks – Improving accessibility and easing transportation of goods and services, thereby stimulating local economies.

2. Massive Housing Projects – Tackling housing deficits by providing modern and affordable homes for residents.

3. Economic Expansion – Generating employment opportunities and attracting investors, thus strengthening Taraba’s economic base.

4. Improved Public Services – Enhancing healthcare, education, and other social services that directly impact the well-being of citizens.

Electricity Concerns and Inclusive Development

During the plenary session, Rt. Hon. Abel Peter Diah, representing Mbamnga Constituency, emphasized the need to address a longstanding concern: the lack of electricity access in the Central Zone of Taraba State. He urged the Assembly to amend the 2025 budget to include provisions for connecting the Central Zone to the national power grid.

With only the Central Zone remaining without electricity, ensuring reliable power supply is crucial to maximizing the full benefits of the infrastructural projects. Electricity is essential for industrial growth, business development, and the overall quality of life for residents in the affected areas.

The approval of this Bonds facility marks a turning point in Taraba’s development trajectory. Governor Agbu Kefas’s administration is making strategic moves to position the state for long-term growth, economic stability, and infrastructural excellence.

While the development projects are set to transform lives, the Assembly’s commitment to resolving the electricity challenge in the Central Zone will ensure that every part of Taraba benefits equally from this new era of progress.

With this funding, Taraba is on the verge of a remarkable transformation, paving the way for sustainable development and a brighter future for its people.

Moving Forward!

FULL-TIME HND GRADUATES CLEARED FOR NYSC MOBILIZATION: MINISTER OF EDUCATION ANNOUNCES RESOLUTION

FULL-TIME HND GRADUATES CLEARED FOR NYSC MOBILIZATION: MINISTER OF EDUCATION ANNOUNCES RESOLUTION

The Honourable Minister of Education, Dr. Maruf Olatunji Alausa, is pleased to announce the resolution of the long-standing issue regarding the mobilization of Higher National Diploma (HND) graduates for the National Youth Service Corps (NYSC). Following a dialogue with the Director-General of NYSC, the Minister confirmed that only full-time HND graduates are eligible and can now proceed with their mobilization.

This development marks a significant breakthrough for full-time HND graduates who were previously excluded from the NYSC program. It underscores the Federal Ministry of Education’s commitment to equity, fairness, and inclusivity in the nation’s education system. However, those who did HND part-time are not eligible for mobilization at all.

To facilitate a seamless mobilization process, the National Board for Technical Education (NBTE) has been directed to expedite the collation of data for eligible  HND graduates. In line with this, a circular has been sent to all Rectors of Polytechnics, instructing them to upload the necessary graduate data onto the newly created HND admission portal.

Dr. Alausa emphasized that NYSC mobilization is strictly for those who completed a full-time HND program, stressing that only full-time HND graduates will be mobilized, while those who did HND part-time remain ineligible. He further disclosed that the newly created portal will ensure proper documentation of full-time HND graduates and serve as the official database for NYSC mobilization, addressing past challenges related to admission records.

The Honourable Minister urges all eligible full-time HND graduates to take full advantage of this opportunity and proceed with their mobilization without delay. He reaffirmed the government's commitment to fostering equal opportunities for all qualified Nigerian graduates and ensuring their contributions to national development through the NYSC scheme.

PRESIDENT TINUBU SALUTES NATIONAL ASSEMBLY FOR PATRIOTIC STAND ON RIVERS STATE EMERGENCY PROCLAMATION

 STATEHOUSE PRESS STATEMENT

PRESIDENT TINUBU SALUTES NATIONAL ASSEMBLY FOR PATRIOTIC STAND ON RIVERS STATE EMERGENCY PROCLAMATION

President Bola Ahmed Tinubu on Thursday lauded the National Assembly for its decisive and patriotic ratification of the State of Emergency proclamation in Rivers State, a critical step to restoring stability after a protracted political crisis that paralysed governance in the state and endangered national economic security for over 15 months.

The President specifically commended the National Assembly's leadership—Senate President Godswill Akpabio, House of Representatives Speaker Tajudeen Abbas, other principal officers and members—for prioritising the security and welfare of Rivers State people above partisan interests and other considerations.

He further acknowledged the lawmakers' diligent review of classified security briefings, underscoring the urgent need for intervention to prevent further escalation.

"The crisis in Rivers State was at a perilous tipping point, threatening the security of vital oil and gas installations and undermining the national economy and the significant progress we have made in the reforms initiated since our administration commenced in May 2023," President Tinubu remarked.

"As I detailed in my address to the nation on 18 March, the near-total collapse of governance, threats to federal economic assets, and the risk of widespread violence left no room for hesitation. This emergency measure is a lifeline to safeguard livelihoods, secure critical infrastructure, and restore democratic accountability."

The President affirmed that the six-month emergency will empower the newly-appointed Sole Administrator to stabilise Rivers State, address systemic breakdowns, and facilitate dialogue among conflicting parties.

President Tinubu also reaffirmed his administration's commitment to deepening collaboration with the National Assembly to advance peace, economic resilience, and equitable development across Nigeria.

"Today's decision exemplifies what our nation can achieve when unity of purpose and patriotism guide the action of leaders. We remain steadfast in pursuing a safer, more prosperous Nigeria—one where every citizen's potential is safeguarded and nurtured," he said.

The President thanked all Nigerians for their understanding and urged all stakeholders to support the restoration of peace in Rivers State.

TEXT OF THE BROADCAST BY PRESIDENT BOLA AHMED TINUBU, COMMANDER-IN-CHIEF OF THE ARMED FORCES, DECLARING STATE OF EMERGENCY IN RIVERS STATE ON TUESDAY 18 MARCH 2025

TEXT OF THE BROADCAST BY PRESIDENT BOLA AHMED TINUBU, COMMANDER-IN-CHIEF OF THE ARMED FORCES, DECLARING STATE OF EMERGENCY IN RIVERS STATE ON TUESDAY 18 MARCH 2025

Fellow Nigerians, I feel greatly disturbed at the turn we have come to regarding the political crisis in Rivers State. Like many of you, I have watched with concern the development with the hope that the parties involved would allow good sense to prevail at the soonest, but all that hope burned out without any solution to the crisis.

With the crisis persisting, there is no way democratic governance, which we have all fought and worked for over the years, can thrive in a way that will redound to the benefit of the good people of the state. The state has been at a standstill since the crisis started, with the good people of the state not being able to have access to the dividends of democracy.

Also, it is public knowledge that the Governor of Rivers State for unjustifiable reasons, demolished the  House of Assembly of the state as far back as 13th December 2023 and has, up until now, fourteen (14) months after, not rebuilt same. I have made personal interventions between the contending parties for a peaceful resolution of the crisis, but my efforts have been largely ignored by the parties to the crisis. I am also aware that many well-meaning Nigerians, Leaders of thought and Patriotic groups have also intervened at various times with the best of intentions to resolve the matter, but all their efforts were also to no avail. Still, I thank them.

On February 28, 2025, the supreme court, in a judgment in respect of about eight consolidated appeals concerning the political crisis in Rivers State, based on several grave unconstitutional acts and disregard of rule of law that have been committed by the Governor of Rivers State as shown by the evidence before it pronounced in very clear terms:

“a government cannot be said to exist without one of the three arms that make up the government of a state under the 1999 Constitution as amended. In this case the head of the executive arm of the government has chosen to collapse the legislature to enable him to govern without the legislature as a despot. As it is there is no government in Rivers State.”

The above pronouncement came after a catalogue of judicial findings of constitutional breaches against the Governor Siminalayi Fubara.

Going Forward in their judgment, and having found and held that 27 members of the House who had allegedly defected

“are still valid members of Rivers State House of Assembly and cannot be prevented from participating in the proceedings of that House by the 8th Respondent (that is, the Governor) in cohorts with four members”

The Supreme Court then made some orders to restore the state to immediate constitutional democracy.  These orders include the immediate passing of an Appropriation Bill by the Rivers State House of Assembly which up till now has not been facilitated.

Some militants had threatened fire and brimstone against their perceived enemy of the governor who has up till now NOT disowned them.

Apart from that both the House and the governor have not been able to work together.

Both of them do not realise that they are in office to work together for the peace and good governance of the state.

The latest security reports made available to me show that between yesterday and today there have been disturbing incidents of vandalization of pipelines by some militant without the governor taking any action to curtail them. I have, of course given stern order to the security agencies to ensure safety of lives of the good people of Rivers State and the oil pipelines.

With all these and many more, no good and responsible President will standby and allow the grave situation to continue without taking remedial steps prescribed by the Constitution to address the situation in the state, which no doubt requires extraordinary measures to restore good governance, peace, order and security.

In the circumstance,  having soberly reflected on and evaluated the political situation in Rivers State and the Governor and Deputy Governor of Rivers State having failed to make a request to me as President to issue this proclamation as required by section 305(5) of the 1999 Constitution as amended, it has become inevitably compelling for me to invoke the provision of section 305 of the Constitution of the Federal Republic of Nigeria, 1999 as amended, to declare a state of emergency in Rivers State with effect from today, 18th  March, 2025 and I so do.

By this declaration, the Governor of Rivers State, Mr Siminalayi Fubara, his deputy, Mrs Ngozi Odu and all elected members of the House of Assembly of Rivers State are hereby suspended for an initial period of six months.

In the meantime, I hereby nominate Vice Admiral Ibokette Ibas (Rtd) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State. For the avoidance of doubt, this declaration does not affect the judicial arm of Rivers State, which shall continue to function in accordance with their constitutional mandate.

The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.

This declaration has been published in the Federal Gazette, a copy of which has been forwarded to the National Assembly in accordance with the Constitution. It is my fervent hope that this inevitable intervention will help to restore peace and order in Rivers State by awakening all the contenders to the constitutional imperatives binding on all political players in Rivers State in particular and Nigeria as a whole.

Long live a united, peaceful, secure and democratic Rivers State in particular and the Federal Republic of Nigeria as a whole.

FIRST LADY OLUREMI TINUBU UNVEILS NEW PROGRAMS FOR RENEWED HOPE INITIATIVE, RHI FOR 2025

FIRST LADY OLUREMI TINUBU UNVEILS NEW PROGRAMS FOR RENEWED HOPE INITIATIVE, RHI FOR 2025

Nigeria’s First Lady, Senator Oluremi Tinubu, has outlined a series of initiatives aimed at empowering women, enhancing environmental sustainability, and supporting vulnerable communities across the country.

The various programs which would be executed through the Renewed Hope Initiative, RHI include the “Flow with Confidence” initiative, which will see the distribution of disposable sanitary pads to girls nationwide, ensuring they can remain in school during their menstrual cycles.

Under this initiative, each state, including the FCT, will receive 10,000 cartons of disposable sanitary pads.

Senator Oluremi Tinubu also emphasized environmental sustainability which she said is necessitating the establishment of climate change clubs in secondary schools and tertiary institutions of learning.

She said the goal is to get the students more involved in climate change and waste management as well as ultimately having a recycling plant in each state, promoting waste management and reducing plastic pollution.

“We don’t have to be intimidated by the quantity of waste we see around us but we must get going and do something about it”.

“We are starting now”.

She pointed out that the Renewed Hope Initiative (RHI), will be supporting 250 persons with disabilities in each state with a N200,000 grant to recapitalize their already existing businesses.

While reeling out some of the achievements of the RHI in the last 2 years, she noted that the initiative has made significant impact in the areas of empowering women farmers, providing scholarships to indigent students, provision of Professional kits to Midwives in the North Central and North West Geo-political zones, provision of relief materials and funds to victims of disasters across the country, ICT training for women across the country, building of Alternative High School for Girls, supporting the Elderly and providing food items to vulnerable groups among others.

Fielding questions from journalist after the opening session of the first quarter meeting with wives of governors, Senator Oluremi Tinubu emphasized the importance of collective effort in driving national development.

On her priorities for the year, the First Lady stated that everything in the nation must be prioritized.

“Everything, everything, there is no priority. It depends on like the flow with confidence initiative, we still have to manufacture the sanitary towels so, and we’re trying to produce locally, which is going to create jobs and put money in our economy.”

“We want the students from tertiary institutions that are especially in the faculty of environment, and I believe that they want to see even in those in biological sciences.”

She said there is a need for a “can-do spirit” among young people, urging them to work towards achieving their goals.

“Hard work is one of the tenets, that you know, took us out of poverty”.

“Faith without works is dead. Go and work, work for this country. Let this country grow.”

Also in attendance at the meeting was the Wife of the Vice President and National Vice Chairman of RHI Hajia Nana Shettima and wife of the Chief of Staff to the President and Board Member of RHI, Mrs Salamatu Gbajabiamila

PRESIDENT TINUBU APPROVES EMPLOYMENT FOR 774 HEALTH FELLOWS

 STATEHOUSE PRESS RELEASE

PRESIDENT TINUBU APPROVES EMPLOYMENT FOR 774 HEALTH FELLOWS

President Bola Ahmed Tinubu has approved the employment of 774 National Health Fellows, a pivotal initiative led by the Federal Ministry of Health to foster sustained improvements within Nigeria's healthcare system.

President Tinubu announced the fellows ' employment on Thursday during the programme's launch at the State House in Abuja. Nigeria's development partners, senior government officials, and traditional leaders, including the Olu of Warri, Ogiame Atuwatse III attended the ceremony.

The employment of these fellows, selected from each local council, stemmed from the recommendation of Professor Ali Pate, Coordinating Minister of Health and Social Welfare. Professor Pate lauded their selection as the best among 360,000 applicants, underscoring the merit-based nature of the process.

The President's surprising gesture drew wild applause from the fellows and other guests at the event.

President Tinubu praised the bold initiative and the rigorous selection process, highlighting its significance.

"This programme is a transformative initiative that underscores my administration's commitment to harnessing the immense potential of Nigeria's greatest asset—its young people. With over 60% of Nigerians under 30, we boast one of the most energetic, resourceful, and dynamic youth populations globally. This presents unparalleled opportunities to drive innovation, economic prosperity, and social transformation," stated President Tinubu.

President Tinubu said the National Health Fellows initiative is part of several platforms provided by his administration to empower Nigerian youths, enabling them to excel and contribute to national development.

The President encouraged the fellows, pioneers in the health service programme, to fully embrace the opportunities and view themselves as future leaders of Nigeria's health care system.

"Your selection is more than a recruitment; it proves our commitment to creating a nation where equal opportunities are available to every Nigerian, irrespective of social status, gender, or creed. You are this country's greatest asset, and we are committed to fostering a bright future where Nigeria stands as a nation of pride for all," the President affirmed.

President Tinubu emphasised the programme's vision to cultivate a pipeline of health leaders to drive meaningful, sustained change and innovation within Nigeria's healthcare sector.

"Healthcare is a critical pillar of national development. No country can thrive if its people are unhealthy. An unsustainable health program poses risks, while sustainable development hinges on a robust healthcare system. You are the pillars of this vision, and I am proud to be here with you today," said President Tinubu.

Coordinating Minister of Health and Social Welfare, Professor Mohammed Ali Pate, expressed his enthusiasm for the initiative and the crucial role the 774 fellows will play in revolutionising Nigeria's health sector.

"I am here to inform you that the social movement to improve the health of Nigerians has begun, and we are already witnessing positive results," he remarked.

Finance and Coordinating Minister of the Economy, Wale Edun, Youth Minister Ayodele Olawande, and the Olu of Warri, Ogiame Atuwatse III, offered the fellows additional encouragement with inspiring messages.
